That's the formwork for Level 2. There is some Level 2 stuff on the east side as well that will start in the next day or 2. You'll also see the west stair core pour in the next few days, then the Level 2 forms you see now can finish. The rebar guys will be up on the deck for the next few days and the concrete should pour on it next week. Those forms you see are then removed from under the concrete slab a few days after the concrete pours.

Mofohefe,

How come cement was not poured on the first level? It looks like the entire "foundation" is still dirt, but they are already working on the second level. Back here in the east, there would have been a sub level put in, but I know that doesn't happen much in Tucson (where I grew up). But I don't understand why the ground level under the existing structure is still dirt.

The slab-on-grade that you're talking about will go in, but not until after Level 4 is poured and the forms supporting Level 4 are stripped. It actually probably won't go in until after Level 5 is poured. On structures with less critical schedules you'll see the slab-on-grade pour first, then the floors above will be installed. The problem is there is a lot of underground utilty work (conduits for electrical & plumbing) that needs to go in beneath the surface in shallow trenches that will be dug, then 4" of base course will be put on top of the dirt, then the rebar & then the slab-on-grade pours. This takes up valuable time and the superstructure would have to wait until the slab-on-grade pours before the shoring starts for the floors above. This way the superstructure gets kind of a head start and skips that step.

The foundations you mentioned are already in. Those are all the caissons that were being drilled and poured the last couple months. All the walls and columns sit on top of these (and some footings too) and they take all the loading of the structure. The slab-on-grade doesn't connect to anything and for lack of a better word, kind of floats there on the dirt.
